ATOMS

What is ATOMS?

ATOMS stands for 'Automated Traffic Offence Management System.' It is a service jointly provided by the Subordinate Courts, Traffic Police Department, Land Transport Authority, Housing & Development Board, Urban Redevelopment Authority & Network For Electronic Transfers (S) Pte Ltd (NETS).

ATOMS allows you to settle your tickets or notices at your convenience using the NETS KIOSKS which are located island-wide. You can pay the offer to compound at any NETS KIOSK without the need of a cheque or go to the department which issued you the ticket or notice. ATOMS also allows you to plead guilty to the offence without the need to attend court.

What ATOMS is for?

ATOMS allows users to settle their traffic tickets or notices which have an offer to compound. Users may use ATOMS to pay the amount within the period stipulated by the prosecuting authority. If the offer to compound has expired, users can still use ATOMS to settle their tickets or notices by pleading guilty to the traffic offence stated in their tickets or notice and pay a court fine. With ATOMS, users can settle their traffic tickets at their convenience and there is no need to go to court.

ATOMS runs on the NETS KIOSKS which are located island-wide. ATOMS is easy to use. You just have to follow the instructions given and touch the screen of the kiosk to enter certain numbers or indicate your choice when you are asked any questions. To make payment, you will need an ATM card from one of the following participating banks - DBS Bank, KeppelTatlee Bank, OCBC Bank, Overseas Union Bank and United Overseas Bank. Credit cards are not accepted.

For Traffic Police & Land Transport Authority cases :

ATOMS can still be used provided the users have never been convicted for any traffic offence. However, users must do so by 12 noon on the court date stated in the ticket or notice.

For Housing Development Board & Urban Renewal Authority cases:

ATOMS can still be used provided users have never been convicted for any traffic offence under their Parking Places Act and their Rules. However, users must do so by 12 noon on the court date stated in the notice.

If the users do not meet the 2 above requirements, users cannot use ATOMS to settle the case. Instead, users will have to go to court on the date stated in the ticket or notice.

Who can use ATOMS?

Anyone who receives a traffic ticket or notice from the Traffic Police Department, Land Transport Authority, Housing & Development Board or Urban Redevelopment Authority for a minor traffic offence. A traffic offence is considered minor if there is an offer to compound stated on the  traffic ticket or notice. There is an offer to compound if the ticket or notice states the amount which you can pay to settle the ticket or notice without going to court. Check the ticket or notice to see if there is an offer to compound.

When can I use ATOMS to pay the offence compound?

3 days after you received a traffic ticket or notice that has an offer to compound, you may use ATOMS. The 3-day time-lapse is to allow the ticket or notice to be captured into our system. However, you must pay the offer to compound before it expires. Check your ticket or notice to see when the offer to compound expires.

If the offer to compound has expired, how does ATOMS help to settle the traffic ticket or notice?

Only ATOMS allows you to settle the traffic offence after the offer to compound has expired. You need to plead guilty, through ATOMS , to the offence stated in your ticket or notice. After you have pleaded guilty, you will be convicted of the offence stated in your ticket or notice and you will have to pay a court fine which will be higher than the offer to compound but lower than the Court Fine if you attend Court. Please amount stated in the above table.

Why should I use ATOMS to plead guilty to the offence?

There are 2 reasons :-

  • You can plead guilty at your convenience and you do not have to go to court.
  • The court fine that you will have to pay when you use ATOMS will be much lower than the fine that may be imposed if you decide to go to court.

Should I use ATOMS if I have a good reason for committing the offence?

You should still use ATOMS. You will be asked if you want to mitigate the offence. Mitigation refers to any relevant matter that may help to reduce the court fine for your offence. You should answer "Yes" and then go to court on the date stated on the ticket or notice to explain to the Judge your reasons. The Judge will consider your reasons before imposing the court fine.
